"... if I have made my request on May 15th or before, instead of May 17th..."

Unfortunately I don't believe that you can get the extra payment. About the only thing I can say to partially console you is that if payments had begun on June 1 rather than July 1, the amount of each monthly payment would have been a little smaller.

Try contacting the local office of the U.S. Dept. of Labor - Employee Benefits Security Administration. It's a long shot. However, they may be able to help you.
