Accounting, Payroll & Pension Issues/USPS Pension

Question
My father got a lump sum payout of his postal service pension in the late 1990's due to a need to give 1/2 to my mom in their divorce.  Now he is applying for SS benefits (for the last few years he didn't work for the gov't) and they need a copy of his pension payout form.  I have searched everywhere for a contact, and have tried post offices and the Postal data center but can't get to a person.
Thank you for your help!
