Accounting, Payroll & Pension Issues/Back pay for new job

Question
I have a new job title as of 6/1/11 but was doing the job in Oct 2010 at the time of my review.  My supervisor said he had to rewrite my job description before my new role could be implemented.  It took him several months to do this and now we are told by our accounting dept that it is illegal in Wash State to retroactively pay back-pay to a job that was not established at that time.  Is this true?  Thank you very very much for your time.

Answer
It is not illegal to pay reto pay unless you are on a union, government or education contract that has specific job scales for specific jobs. If you are on one of those contracts they must pay the job pay or scale for the job title which is held by the individual at the time of pay.
