Do you see any issues with offering incentive pay to part time employees to encourage picking up additional work? This incentive would only be offered to part timers -- in part to control our overtime costs with full time employees.

I can see a couple of  concerns

1.  If the hours for the part time employee exceeds the full time amount, usually 35 to 40 hours.
than that employee is no longer part time and becomes a full time employee and must be treated as such.

2.   It could cause some serious morale issues with your full time employees.
