Question
If a company offers medical plan which does not include dental and offers an internal dental plan, is it legal to only provide the internal dental plan to employee's dependants if the employee's dependants also participate in the medical plan?

Answer
The key test for an employee benefit is if it is offered to all employees. The standard nondiscrimination.

A company is not obliged to offer any benefits such as dental. So whatever is offered is probably better than doing it yourself.
