Question
How do you start an employee on payroll that is relocating from another state and has no address in your state yet?  

Answer
You can use their old address while they are establishing themselves. Another choice is to use their temporary accomedations until they move into long term housing.

You use the temporary residence and have the mail go to a P.O. Box.

Look and you'll find something that work for the short term.
