I would like to know whether it is impossible to outsouring some kind of accounting job by telecommuting.

It is possible, but you need to tighten up your English so that it feels like you are local.
The other part is to be specific about the services you could provide. The types of services that are usually outsourced are labor intensive and take advantage of the local lower cost of labor.
