Question
I am a Tenor II. I am planning to audition for a drama scholarship in New York two weeks. The requirements include one ballad and one up-beat selection from a musical. I am considering Mr. Cellphane from Chicago for my ballad, and Forbidden Fruit from The Apple Tree as my up-beat selection. Are these good selections? If not, what would you recommend? Thanks so much for your help!

I think those are fine selections!  They should show off range, stylistic nuances and the uniqueness of your voice.
Now practice practice practice...make sure you are confident and make these songs your own!  Own every note and every word...you can't get too involved.  There is a saying in singing "amateurs practice until they get it right, professionals practice until they can't get it wrong."
Now go be a professional!  You will do well!
