Question
when singing, and being accompanied by a guitar, playing the rhythm, which of these sets the proper moment (within the tempo) for the chord changes?

Hi there, Casey...And thanks for your question.  It is a good one.

If you are singing, that means that there are words and vocal expression.  Vocal expression needs to be heard and needs to be prominent to be heard.  Therefore, it is important that the vocals lead and set the tempo, the mood, the changes.  For e.g. if there is a  quiet verse, playing rhythm may or may not work for that quiet verse.  

Accompaniment is also just that - it accompanies the voice.  It is not primary.  It needs to support the voice.
