Could you please tell me how to enter a smaller than & equan sign?

On American and European keyboards, both of those characters
are right on the keyboard.  However, if you need to enter
characters that are not on your keyboard, you can pick them
off the character map, or you can copy-paste them from some
document that has them.

There may be keyboard shortcuts in the Asian installation of
Framemaker for typing those characters, but I could not find
them.

There are ways to map keyboard keys to send other characters,
or to type ISO-Latin-1 characters from a Chinese keyboard, but
they depend on the OS you're using.  Windows, Mac, and Unix are
all different, and you didn't specify which one you are using.
