I have no expertise in Structured Framemaker, (i.e. XML or SGML).

Primarily writing to Aviation ATA spec 100. Currently responsible for maintaining all company published maintenance documents in Framemaker and PDF and making them accessible through the company intranet.
Question I am working with a 186 page index of part numbers - the entire thing is set up as a table. The index was initially set up manually, without using markers. I need to be able to link the part numbers to the chapters they are found in (so when I click on the chapter number in the index, it opens that specific chapter file to the page with the corresponding part number). These chapter files are in the same folder as the index, but not the same Frame document. I'm not sure the easiest or least time consuming way to go about setting these links as there are approximately 72 on each of the 186 pages.
I've never used hypertext or cross refs in Frame before, so any guidance or suggestions would be much appreciated.

The easy way to do this is make sure all of your part numbers have the same paragraph style applied to them. Just select the Table column you want to create the link to and create a unique style.
If your files are in a Frame Book - then let Frame create a file for you called the LOP (List of Paragraphs). Then select the Style you created and tell Frame to generate this File. You cannot manually create the file - you have to let Framemaker do it.
This will create you links.
This is about a 10 minute job.
