I've come across a book file that has pdfs and frame files. Is it possible to save or print a book that is made up of both frame files and pdfs.

I'm sorry, but I didn't think you could even put a PDF file
into a Framemaker book.  I doubt that File->Print book..
will work.

If you need to convert the content into one big PDF file,
then you might be able to create a new book with just the
.fm files, and then combine in the PDF files later using
Acrobat Pro.
