Question
I am saving an illustrator cs3 document from a mac to a pc. When I reopen the
document i can only see the artboard not the entire file? Is this a preference
thing as the whole file size is there?

It sounds like the document is reverting to a default document setup.
I am not at all familiar with what happens on the WindowsPC platform but  I would say that the Document Setup/Artboard settings are at US Letter size instead of the Custom Artboard size that was specified on the Mac.
If that turns out to be the problem try entering a custom artboard size on the WindowsPC Illustrator document setup that matches the artboard size on the Mac Illustrator document setup.
Otherwise my best advice would be to only work on the Apple Mac platform. That is my personal preference and probably not realistic in most production environments.
