Hi,
I'm working on a large file for print (84x420) I'm working on a scaled down version but have used illustrators effects and am concerned about losing them once they've been re sized for print. I've had a similar experience with another file and ended up rasterizing it before print to not lose the effects but this file is much larger and will likely be printed in panels. Any advice or suggestions?

My best suggestion is under the document raster effects settings, choose a really high resolution before you resize (1200 dpi or more) it really depends at what % you are reduced. Use that to calculate your res. If it is printed in panels, you may not have to go as high.
