Adobe Illustrator - Disappearing Icons on Toolbox Bar and other Bars

Question
I actually have 2 questions related it Illustrator.
The first questions is that for reasons I can not understand I have recently lost the ability with in Illustrator to resize objects. I can create say a filled rectangle but once that object is created I can select the corners of the object and resize the object. I can select the object corners using the direct select arrow and obscure the object but am unable to resize objects using the selection tool. The objects can be either images placed in illustrator or objects created in illustrator (such as a rectangle). This problem recently developed and previously had functioned properly I am assuming some how I have changed the setting for the selection tool and just dont know how to fix it.
The second question is also a recent development that has to do with disappearing icons on the toolbox bar and control bar. When I open Illustrator or work in Illustrator for a period of time the icons on the bars turn blank. After this has happened once I place the cursor over icon it will reappear. This hasnt appeared to change any of the functions of the tools or functioning of the program. I have included a screen capture a toolbox after I selected few tools. I have additional screen captures showing the normal condition and a full no icon situtation but could not figure out how to upload more than one image at a time but can provide them for clarity if needed.
I am concerned that the loss of icons along with the loss of ability to resize objects is a symptom an upcomming greater problem and am looking for advice before something happens.
I am running Adobe Illustrator CS3 (13.0.0) on a PC using Windows Vista Business (with Service Pack 2, this is a 64 Bit System). The PC has a Intel Xeon 2 GHz with 4 GB RAM.
Answer Hi Dylan,
For your resize issue, go to view>show bounding box. It must have accidentally been turned off.
For the magically disappearing icons, it is a known Vista issue with CS3 and thankfully it is not affecting the application outside of this. There is no know patch or repair, other than "downgrading" to XP. The workaround as you have already found out is to drag over the icons.
Wish I could help you more on the icons issue, but Windows has no answers for this.
