Question Hi, I want to design t-shirts and I heard that adobe illustrator cs4 is the best out there. However, its to pricey for me so I would like to know is there a software that have most of the features that adobe illustrator cs4 or just as good?

I apologize for the delay. I was called out of town. Adobe products are the industry standard for creating graphics for printing however, it does come with a hefty price tag.
A lower cost program, but still powerful, that should be able to do everything that you need is Corel Draw. Unfortunately it is for PC only . It's okay if you have a PC but if you are on a Mac my suggestion is try to find an older version of CS that still works with your OS.
