Adobe Illustrator/Illustrator line weights and arrows

Question
Hello. I'm now using CS4. In previous versions, i was able to separate the line weight (stroke) from the arrow weight. So i could have a stroke of 0.5pt with arrowheads of 0.75pt. (This works well for our dimension drawings). However, i can't seem to accomplish this in CS4. What has changed? What am i missing?

Hi Conrad,

When you create your arrowhead using Effects>Stylize>Add Arrowheads, you can designate a percentage of your original stroke weight from your path. Then when you are finished, you can go to Object>Expand and have the arrow be a separate entity.

The Effect itself hasn't changed, but if you created this using a Filter in previous versions, that is now gone. Only Effects remain.
