Adobe Illustrator/Free transform tool disabled

Question
When I choose the Free Transform tool, and go to the artboard to work, the
icon appearing is an open arrow + a circle with slash. The tool does not
work. This is happening in every file I open, and new files too.
How do I restore the tool to its default?

Hi Holly,

Normally you see this when are trying to select something on a locked layer. First you need to be able to select the item before you can free transform. Also be sure that the objects are vector in nature and not placed raster images.
