I want to make a gradient that has a really low quality look.  ie. so you can see the dots, like you see in news print when viewed under a magnifying glass.

Hi Dan,

What are you designing for?  Web or Print?  Are you looking to just have one component with dots like you're talking about or did you want the whole piece to have this look?
The reason is if you want the whole piece to have this effect then it that could be achieved with the output device resolution setting or you can set it in Illustrator.
Let me know which you're looking for and we'll go from there.
