AnswerGreetings, Jacques!
I imagine that you've been using AI10 for some time without incident and this problem began immediately upon installing Dr Stika and the vinyl cutter driver.
Illustrator might be choking during load when it encounters the vinyl cutter's driver, since when Illustrator starts it customizes some of its settings (like paper sizes) based on your currently selected printer driver. I guess the first thing I'd do is go to your printers and make sure that you do not have your vinyl cutter selected as the default printer for your computer.
The next thing I'd do is throw away Illustrator's preferences:
1) Quit Illustrator
2) Locate the aiprefs file and delete it.
3) Restart Illustrator
And if you haven't already, I'd visit
http://www.rolanddga.com/support/file.ASP?fc=185&dept=&T=&ST=&ft=119
and download the 2.2 upgrade for Dr Stika.
There are many many other things that can cause this stall during load. Do you know how to start your PC in safe mode? Before going so far as to reinstall Illustrator 10, you should try to launch Illustrator while in safe more and verify that you have no problems. If it loads and runs fine in safe mode, you can be fairly sure that the conflict is with a driver, font, or plug-in.
