Adobe Illustrator/my printed image is in striped lines, not full color

QuestionHi Tom,
The file was created in photoshop elements 2.0. The original file was 1.6MB, the poster file is 550KB. I resized the photo by using the scale option.

Question -
Brand new to Illustrator (currently using cs2)(PC) Can GET AROUND in other less sophisticated graphic programs, but don't have any formal training. (get around is the key word)
I have prepared cd/poster/sticker artwork for a cd, using templates downloaded from discmakers website, everything except the poster files are printing out correctly. I have the same image on the poster as I do on the cd cover slightly modified. When I print out the poster to fit to 8.5x11, it cuts off part of the image and prints out striped lines instead of full color.
any help would be appreciated!

What program was the original file created in? How are you resizing the image? Is the file size large? I'm trying to get an idea of the scenario.

I'm not sure what to make of this. Here's a suggestion although it's not the best answer, try creating a PDF and printing that. I was thinking that you were getting clipping somehow related to the file size. I've seen funny things happen to large files sent to printers without an internal RIP and the image got clipped but this happened on an older printer. I haven't seen this happen since.
I asked a designer friend of mine if they had this happen to them and the answer was no but it may be an effect applied to the image that isn't working properly.
It's problems like this that really get me because they don't happen all the time.
