Adobe InDesign/page numbers arrange to back in inDesign

Question
I placed page numbers on master pages and see them in my document. I also arranged the page numbers to front on the master pages. But when I place content (usually a full-page image) on a document page, it covers my page numbers. The 'arrange' options are grayed out on my page content. Please advise.

When you place something on the master page, it is automatically beneath everything else. That is why your items are covering them up. Secondly, you can not move items to behind the numbers since the master page items are currently locked.

The solution is to use layers. On the masterpage make a new layer and put your auto page numbers on that layer. Next, move that layer above everything else.

Now your page numbers will be above everything else in your layout all the time.
