Is it possible to have the vertical ruler in inches, and at the same time have
panel units, such as for space-before/after, in points?

I know of no way to accomplish this. I wish I did because it could come in handy.

I'm sure this doesn't solve the issue for you, and you probably already know about this, but you can type any measurement unit you wish into the panels and it will convert automatically to the unit you've set in preferences.

In other words, if you have your measurement units set in inches, and you want 9 points of space after a paragraph, just type 0p9 and the panel will convert to inches for you.
