Adobe InDesign/Applying master pages

Question
I'm an experienced InDesign user, have used master pages many times, and this is stumping me.

I have a series of single-page and double-page master pages holding content. When I try to apply any of those master pages to an empty page 1 in my file, I see the heavy black border around page 1. However, none of the master page elements appear on page 1, although the Pages palette shows the label of that master page on page 1.

I can pull the master pages down and make them page 2. Then I can delete page 1, and page 2 will become page 1, with all its master page elements.

Any thoughts? Thanks for your help.

Hi Lynn,

The first things that come to mind are to make sure you are placing a right-hand page master on page 1, if you have facing pages checked.

Check "Remove All Local Overrides" in the pages flyout menu.

If the Master pages are spreads, make sure the elements don't touch neighboring pages.
