How do I reverse color of a tif. image.
It is now black lines drawn on a white background. I need white lines
on a black background

Sorry for the delay in replying. Thank you for your question.

Photoshop is the program to use for adjusting tif and other image files. A quick and easy way would be to invert the image as you just want to swap the colours over. To do this go to Image > Adjustments > Invert. Or Ctrl+I.
