Adobe Pagemill/Photo Resizing

Question
Hi Lori,
I am a 'first time' webbuilder and am planning on trying to sell some of my photos. I need to be able to resize them so that they are very clear, but not so big that they can be downloaded, resized and printed. I'm using 'Adobe Photoshop' but am having trouble understanding the help files. Ive tried reducing them to approx 320 x 240 at 72Dpi but they are too small and blurry.
I would appreciate any help you can give me.
Thanking you
Pauline Brown
