Adobe Photoshop/animated fade-in

Question
When I open my website I would like to have a graphic fade-in.  How do I do that?  I am not even sure Photoshop does that.  If it doesn't, which program will?  One person I talked to said that I would have to use ImageReady.

You would have to do this as a Flash video, or even an Animated GIF. Photoshop cannot do it by itself.
