Adobe Photoshop/create a circle picture in mac photoshop elements 2

Question
I have tried the way it says to get a circle picture in the questions, but I am a teacher on photoshop elements 2 (can't upgrade) and I cannot find out how to cut a picture in a circle. It says control-something inverse.  I can select the circle with the tool, but when I hit inverse, it just selects a square box of the whole picture ( the selected circle dotted line is there also) it does not crop the picture into a circle.  How can I make circle picture?

Hi Jennifer,
Try this,
Make a circle with the 'Elliptical Marquee Tool'
Press Command+C (to copy)
Press Command+V (to paste)

this should to make a new layer with a circle image in it.
