Question
I did this using photoshop 7 with a quick mask and radial blur a couple of years ago. Now I dont remember how I did this.

Here's the picture that I did.

If there's a tutorial on this? I couldn't find it.

hi Randy,
sorry for late reply, anyways for this task. you two need layers (layer A and B). On layer A put background image and on layer B put your obvious image like (bird in ur example). now apply blur >> radial or motion blur on layer A means on background. and apply other effects from Fillter >> Artisitic >> ... on layer B.
