I have Adobe PhotoShop CS3 and have been looking for the right laptop.  Is there a website that compares laptop PCs' and whether they are suitable platforms for running this application.

any laptop would do to work on Photoshop.
All you have to decide is what kind of work you would be doing. Like if its for Printing, which requires to work on high resolution (which equals to big file sizes) photos then you would be needing more RAM to do the job faster. Otherwise if its just for websites or photo editing, then any latest configuration is good.

A typical recommended configuration would be... (Minimum)
Processor: Core(TM) 2 Duo Processor T9500 (2.60GHz)
RAM: 2GB DDR2 System Memory (2 Dimm)
Graphics Card: 256MB NVIDIA GeForce 8400M GS
Hard Disk: 250GB 5400RPM SATA Hard Drive
