Question
Is there a way to add a filter effect with Photoshop such as the sketch effect to a video clip all at once, without having to do it one frame at a time?  

Answer
You can make one JPG for that that specific frame clip in PS (with sketch effect), and import that in software after that particular frame, the main thing will be, you cannot have the animated sketch effect afterwards since it will be a JPG,

Try using filter effects on the video editing software you are using, it will be more appropriate and accurate.
