Question
How would I get a shattered glass effect like this:

doesn't have to be with Photoshop.

Answer
Hi L,

Your example is original artwork, the shattered glass is part of a hand drawn illustration. It is not an effect.

In Photoshop a similar effect could be achieved by breaking up an image and floating the shards on top of the original image on layers and then moving and rotating the layers until you have what you want. You might be able to get a good "broken glass edge" with Layer Effects try "Bevel Emboss" with a custom Gloss Contour.
