Adobe Photoshop/Certain commands not functioning

Question
Recently installed Photoshop 7 on XP laptop, and several commands (File/New, Image/ImageSize)will freeze Photoshop until I hit 'Alt-F4'. I can open files by clicking on them, and can change the Canvas size, but these basic ops won't work. Also, when it 'freezes', the task bar appearance changes, and it beeps when I click anywhere in the app (until I hit 'alt-f4')

Hi Brian,
This looks like the memory used by Photoshop is not sufficient, check if the ram is too less or if some other softwares are using up all the memory.
Alternatively try reinstalling Photoshop or worse case reinstall XP.
