Question
I am trying to figure out how to create the seen "cutout" effect in the picture below.

How would I go about creating this effect, and especially how would I create that type of border around the cut out object.

This looks like it was just hand drawn using a mask and a semi-transparent gray fill. If the guy was there in the first place, you'd have to re-create the background which would not be easy.
