Question
how do i put a border around a picture in photoshop??????

Answer
Hey,
Follow these steps.

Select a new layer (shift+cntrl+N)
select> all (cntlr+A)
Edit > stroke..
    width: you can enter the desired value for the border.
    Color: Pick the color you'd like for the border.
    Location: Ideally inside
    leave the other settings to default.
Press ok.
done.
