QUESTION: Does the graphics I create (and eventually send out to the vender) for the t-shirt, have to look perfect?
For example:
Right now, I am trying to create the logo for my family business, using Word paint.  The logo looks squiqqly.  I plan on sending this logo to a printer to apply it on paper.  Does the printer perfect the rough draft or is it my responsibility to make it look how I want it on paper?

Is Photoshop full-proof?   Thank you

Answer
Hey lisa,
yes, you will have to give the final output with perfect finishing. Printer just takes care of the printing, he would not enhance or modify the design. He'l just press the 'print' button.

Photoshop is the best for such kind of project.
Logo can be created in photoshop/illustrator/coreldraw etc. word paint is not the apt application for this job.

hope this helps
