how can make a (undress) dress transparent in photoshop or other software?

Answer
assuming you know photoshop

1. select the dress with your magic wand, lasso, pen tool or what ever you find handy for selecting items

2. copy and paste what you've selected

3. play with the opacity of your new layer which is on the left side of the layers palette.

You'll notice that the dress is still there because of the original layer, you'll need to edit this layer to get your desired effect.
