Adobe Photoshop/frame or border

This is one of the images I was wondering about how to make the border.. If I can get this one then I can figure out the rest. I looked up border styles but nothing is working for me. I did manage to find one of the ones, or similar to it..

Hi Tonia,

You would create this border by either bringing in another image or creating it by hand on a new layer on top of your image.

Once it is created, you can create the glow by using layer styles (double click on the layer in the panel).

There is no automatic way to create this effectively using styles unless you create the look first and save it as a style out of the layer styles dialog box.
