Adobe Photoshop/Move tool not moving!

Question
I'm using PS CS4 and am trying to make a photo collage banner that I've previously done without issue.  However this time my move tool is not working and whatever I try to drag just keeps snapping back.
Any idea why this is happening suddenly?

Hi Jessica,

You are either trying to move a locked layer or the background layer (check your layers panel). In order to move either, you will have to unlock. Double-click on the background or drag the lock icon to the trash to convert into a normal layer.
