I want to know how to re-size a picture, in Photoshop, to a specific width/height without it becoming blurry, or distorted? I need to re-size it to: 190px wide x 147px high...

Quality of the resized image also has to do with its original size. Quality will be better if you're making a large image smaller than the other way around.
