Adobe Photoshop/Photoshop CS6 Extended oil filter

I am currently trying to apply the oil filter to a photo. I am working on a HP 2000 Notebook PC (64-bit). After making my adjustments and clicking 'apply', my picture has red & blue color blocks and the picture looks like it has been shifted into those blocks. I researched this issue on the internet, and I thought it might be a video card driver issue, so I updated that, with no results. I can send you a copy of the pic if that might help, as I know my description is probably very confusing. Any advice will be much appreciated. Thanks!!

Hi Kim,

Quick question, then a couple of things I need you to do.

First, what OS are you running? XP, Vista, Win 7?

Next, to narrow this down, I need you to try a couple of things. First, try the same filter on a different photo and see if the image shifts like this one. If it doesn't then we know its something with your image and not your computer or Photoshop.

Second I want you to reset your Photoshop prefs (hold ctrl+alt+shift) when you first start up the app before the startup screen launches. It will ask if you want to discard the preferences. Then open your file and run the filter and see if it shifts again. Do not change any of the settings in Photoshop or the filter dialog box. Just run the default settings.

Let me know your OS and the results of these actions and then we can take some steps to fix this.
