Question
How to draw a grid in Photoshop 7.0

Answer
The easiest way is to create a pattern and fill your document. If you need this to be a specific size, you will have to create the entire grid manually using the single row and single column marquee tools.

To create a pattern grid, first make a new image with the background set as black.

Next, make a little design that will be tiled for the pattern. For example, to make a grid, click the Single Row Marquee tool and make a single white horizontal line on the screen, then click the Single Column Marquee tool and make a vertical white line on the screen.

Now use the Rectangular Marquee tool while holding the shift key and make a box around the design (for the grid, select the center of the intersecting lines).

Then go to Edit>Define Pattern. Deselect the marquee tool and clear the whole image (so it's black again). Then go to edit>fill and set the usage to pattern and choose your pattern.

Instant grid!
