Adobe Photoshop/Photoshop best option?

Hello,

I'm currently having a web designer create a new template for my website. He's using Photoshop. I would like to be able to do it myself in the future. I use FrontPage for my website, but it's very limiting. I also want to design/create a cartoon that I've been developing on paper. Is Photoshop the best package for both web site design and creating cartoons? Is it easy to learn? Is there something better?

What do you think of Dreamweaver?

Website:  If you're just designing the site, not managing or lauching, etc... then photoshop is wonderful for templates.  It's a not hard program, but you do need to some finageling with it. A great book that helped me is alled Adobe photshop, classroom in a book.  Its 50-80 dollars (can't rmember) and it comes with GREAT lessons to help you learn.  

In order to launch, you will need a program like Dreamweaver, good program.  I admit, I'm still in the beginning stages of learning it, but again, once you play with it, it's not hard.  

Cartoon: if you're just scanning the art in and coloring, then photoshop is great.  If you're going to actully draw it on computer, either get a tablet and use photohop, or get illustrator.
