Adobe Photoshop/Photoshop: reducing graphic size

Question
I am having trouble reducing a flat colored graphic in Photoshop. By the time it gets to about 5-6 cm wide, it has very jagged edges which show up on screen as  a fuzzy outline (in a different color to the background). When enlarging the same graphic, I don't see these jagged edges until the scale is HUGE. I am thinking that maybe I need to start out with the graphic at close to the final small size I need?
(Photoshop CS)

Answer
Dear Richard,

Sometimes when I get my image with rough edges; I apply

(windows Menu) Layer > Matte > Defringe

It will smooth out your image edges to some extent.

Hope it will help, feel free to ask anything further
