Adobe Photoshop/Cannot Resize Images

Question
Dear Huma Riaz,
When I open any picture from my hard disc or after scanning; and I wish to resize it in IMAGE -- IMAGE SIZE; I am unable to do so. When I select the resolution or the percentage and attempt to type the new size the original figures remain and I am unable to resize.. What to do it seems as though the Pixels, percentage and other proportions have got locked. How to free them ??

If you want to change the document size Select 'resample image' from the bottom


And if you have to change the resolution, you have to unselect the 'resample image option' and then have to enter the appropriate figure.
