Adobe Photoshop/Transparent colored mask???

Question
I am making some minor changes to the following website (http://www.bardwellscholarships.org/newsletter.htm) by replacing the top right hand images that have people in the image with new images. It looks as if the person who was managing the site before combined three images into one image, and then put a light burgundy shaded transparent mask over the combined picture. I know how to combine the three images into one image, but I have never created a light transparent mask (if that is actually what is seen on the picture) with color before. How do I do this?

Yea, it is a kind of mask, but not over the picture but the below the picture.

•   Take the same color you have in the bar, and add to a new layer

•   Put your images over this layer and inside layer options choose any between 'saturation, overlay, darken, luminosity' (which ever suits with your requirement.
