A best way to colorize a photo is to choose Hue/Saturation menu. (Ctrl+U). Select the 'COLORIZE' check in menu and you will get the smooth tone all over your picture.
To change a background of a photo is easy if you know a little about tools.
1. Make selection of the area you want to change
2. Hide that area by using Layer mask (5th button on bottom of layer palette) if the opposite area hides, choose Ctrl+Alt+I from keyboard
2. Open the file you need to replace as background
3. Select, Copy it.
4. Paste it behind the picture you want as background,
5 nudge, scale it as requires, I hope you will find it easy

AnswerAssalam o Alaikum Naveed,
If you dont want to colorize, chose brush tool and choose 'Color' in brush options.
choose any color thta suits visually to the picture, and apply on another layer so that your file can remained intact for further touch-ups.
use all colors in same layer, it may also be good if you try out by placing the layer under the picture layer and make it 'darken'(layer options)
