Adobe Photoshop/How to design the outline of geometric figures

QuestionDear Huma,
Let me go right to the point. I have PhotoShop 6.0. I wish to draw a graphic with concentric circles. I am more interested in designing the circumference of the circles than to the actual area of the circle. I also need to add a color to the circles circumference.
Goal:
To give you an idea of what I wish to accomplish, I am designing a Web site for an individual selling skin patches. Scanning the patches didn't give a nice graphic.

So I have decided to create these patches myself and give them a contrast. See this Web page:

I left on my server the PhotoShop files of the two patches I designed.

I want to add these patches throughout the homepage instead of that ugly scanned patch and create a halo and concentric circles around them as well. By concentric circles, imagine an object falling on a flat water surface ... This is to show a metaphor to indicate that the patches are "active" items. The way we sometimes draw circles around the logo of a radio tower to show some kind of continuous sound transmission.
I copied the background below which I found on a Web site and made some minor modifications to it. I included it on some portions of my Web pages, this is exactly the type of concentric circles I want:

Despite all my efforts I cannot seem to create the outline of these circles, or any other geometric figure. I am missing something here.

Sorry for the delay, I couldn’t find any link working here but the last link you sent.
The question is easy!
I don’t know how you tried but you can make same geometrical drawing by using the ellipse tool in toolbar,
. Take a selection on a new layer and name the layer 01
. Go to Edit > Stroke > and put your desired information (color/ border pixel).
You can also take a large size 100 rounded circle by pressing Alt+Ctrl+Shift key after clicking on the canvas for selection. There’s another way to use borders. Right click on layer > Choose ‘Blending Mode’ > Stroke (Last tab)
. If you want to make changes after creating the design, better to use Blending mode stroke option, since this option works on the layer not with the object.
