When I take a jpeg that is small size file(3"x3").  I want to enlarge this lets say 8"x8".  The lines get distorted and not every clean.  Is their a way to sharpen them and make them smoother?

hi brady,

create a new file canvas wich is (8"x8") with higher resolution like (600 dpi) then paste ur 3"x3" image in that canvas and resize it with holding (shift key). for sharpeness u can use adjustment menu under IMAGE Menu.
