Hi Mike,
this can be done in many way,
one of the way this could be done is:
-create your image,
-Add noise (Filter>Add Noise>
-Filter, Blur, Gaussian Blur,
-Filter, Texture, Grain, Contrasty,
-Filter, sharpen, unsharpen mask,
"You have to play with the sildes on these filters to get what you want,
